UPU Circulars issued 
concerning illegal/illicit/problem 
stamp issues (2002 – 1996)

Dear Partners in Philately,

1. Please find attached the circular that has just been issued at the request of Uzbekistan denouncing illegal stamps that have been printed and distributed in its name (the circular is in both the English and French versions).

2. Please continue to note that, based on the information that is available to us, we are helping on an ongoing basis with investigations to process denouncements from the following postal administrations: Afghanistan, Angola, Azerbaidjan, Benin, Burkina Faso, Burundi, the Union of Comoros, Congo (Republic), Congo (Democratic Republic), Republic of Côte d'Ivoire, East Timor, Estonia, Georgia, Guinea, Guiné-Bissau, Kosovo (UNMIK), Kyrgyzstan, Madagascar, Mali, Morocco (for the Sahara Republic), Union of Myanmar, Niger, the Russian Federation, Rwanda, Sao Tome é Principe, Somalia, Tchad and Turkmenistan.

3. To be noted, additionally, that circulars already issued in the names of a large number of countries have unfortunately not yet stopped the continued proliferation of illegal stamps in the names of these countries. The combat against this serious problem must continue and everyone needs to contribute by sending us as much as material as possible that they see on the market.

4.  As part of strengthening the combat against the continuing proliferation of illegal stamps, we would greatly appreciate it if you can inform your collectors and members to continue to be particularly careful when they see issues on the market in the names of the targetted countries, in particular during philatelic exhibitions and in various advertising materials. It is important that they have the listing of the legal issues and they double-check beforehand the authenticity of the stamps they want to purchase, than to regret their purchase later.

5. To be noted also that more and more of the countries concerned have their legal and official stamps on their own websites. More and more countries are also signing up to the UPU's WADP Numbering system which lists the official stamps issued since 1 January 2002 (on
www.wnsstamps.ch
). Your comments on the value of this site are welcome.

6.  The complete and up-to-date summary of circulars issued to date which denounce illegal stamps is also attached. We are also currently working on expanding the Philatelic entry to the new UPU Website and such information will be available there soon as well.

7.  Please also continue to remind your readers and members, on a permanent basis, that they should feel free to contact me directly with any queries that they may have regarding stamps on the market and their authenticity, or any other philatelic issue. Maybe you can include a regular insert on this point in your publication or website with a direct link to my e-mail address as listed below.
